Yemen Context Analysis for GIZ Using the Peace and Conflict Assessment Methodology

As part of DeveloAID’s expertise in conflict-sensitive development and peacebuilding, we co-led a comprehensive context analysis for Yemen on behalf of GIZ. This initiative employed the Peace and Conflict Assessment (PCA) methodology to provide a detailed understanding of Yemen’s complex socio-political environment, ongoing conflicts, and peacebuilding needs. The analysis served as a foundation for GIZ to align its portfolio with the dynamic realities of Yemen, ensuring its development initiatives were both impactful and contextually appropriate.

Project Objectives

The project aimed to map the key dynamics of conflict, identify peacebuilding priorities, and assess the risks associated with development interventions in Yemen. It emphasized providing actionable insights for strategic decision-making, addressing root causes of conflict, and designing interventions to foster sustainable peace.

DeveloAID’s Role

DeveloAID’s involvement was instrumental in both the design and execution of this critical analysis. As co-lead, we:

  • Designed and conducted an extensive conflict analysis using the PCA methodology.
  • Led stakeholder engagements and interviews, gathering first-hand insights from diverse actors across Yemen.
  • Authored key sections of the final report, highlighting conflict dynamics, actor analysis, and recommendations for peacebuilding interventions.
  • Organized and facilitated workshops to validate findings with local stakeholders, ensuring the analysis reflected ground realities.

Findings and Impact

The analysis uncovered deep-rooted causes of conflict, including political exclusion, economic disparity, and regional tensions. It provided a granular assessment of actor dynamics, from tribal groups to political factions, and evaluated the fragility of state institutions. Based on these insights, the project:

  • Identified critical peacebuilding needs, such as enhancing local governance, addressing youth unemployment, and fostering regional dialogue.
  • Proposed risk mitigation strategies for GIZ’s interventions, ensuring they contributed to stability and avoided exacerbating existing tensions.
  • Strengthened GIZ’s capacity to design conflict-sensitive programs aligned with Yemen’s transitional context.

This project required the ability to navigate complex environments, combining methodological rigor with on-the-ground expertise. It reinforced our commitment to delivering tailored, actionable solutions that empower stakeholders to address the root causes of conflict and build sustainable peace. The Yemen Context Analysis continues to serve as a strategic tool for GIZ, shaping its contributions to Yemen’s recovery and long-term development.
