Conflict Sensitivity Assessment and Do No Harm Training for CARE International

DeveloAID partnered with CARE International to enhance institutional capacity and operational integration of conflict-sensitive practices in Yemen. This initiative aimed to assess CARE Yemen’s organizational processes through a Conflict Sensitivity Assessment (CSA) and to build capacity via a Training of Trainers (ToT) program focused on the “Do No Harm” (DNH) framework. The project prioritized embedding conflict-sensitive approaches into CARE’s programs to maximize positive impacts and reduce the risk of exacerbating tensions in Yemen’s fragile context.

Project Overview

The consultancy was structured to achieve three key objectives: conducting a CSA to evaluate existing capacities and identify gaps, developing a learning plan for systematic integration of conflict sensitivity, and delivering a comprehensive ToT program. The program was tailored to enable CARE staff and partners to independently implement and sustain conflict-sensitive practices in their operations.

DeveloAID’s Role

DeveloAID led the project with the following contributions:

  • Conflict Sensitivity Assessment: Conducted a thorough evaluation of CARE Yemen’s institutional capacities, policies, and staff competencies to document best practices, identify gaps, and recommend actionable steps for mainstreaming conflict sensitivity.
  • Capacity Building: Designed and delivered a six-day ToT program for 20 participants, covering the seven-step DNH framework, conflict analysis, and adult learning techniques.
  • Tool Development: Created a conflict sensitivity monitoring and evaluation checklist and a phased capacity-building plan for sustainable integration of conflict-sensitive practices.

Training Highlights

The ToT program emphasized practical application through interactive workshops, group exercises, and real-life case studies:

  1. Participants learned to apply the DNH framework in Yemen’s complex socio-political context, addressing elements such as resource transfers and implicit ethical messages.
  2. Trainees developed training materials and conducted practice sessions, ensuring their ability to independently deliver DNH training within CARE and partner organizations.
  3. The training included the development of customized tools for ongoing monitoring and evaluation of conflict sensitivity in project cycles.

Impact

This initiative significantly advanced CARE Yemen’s ability to implement conflict-sensitive programming:

  1. Enhanced Capacity: Participants demonstrated increased confidence and competence in integrating DNH principles into their work, as evidenced by training evaluations and post-training feedback.
  2. Institutional Change: The CSA recommendations and learning paper informed updates to CARE’s policies and operational strategies, aligning them with conflict-sensitive standards.
