Conflict Sensitivity Assessment and Capacity Building for Local NGOs

As part of DeveloAID’s commitment to enhancing the capacity of civil society organizations (CSOs) in fragile contexts, we led a Conflict Sensitivity Assessment (CSA) and conducted targeted training for two prominent Yemeni NGOs: the Youth Leadership Development Foundation (YLDF) and the Yemeni Women Union (YWU). This initiative, undertaken in partnership with CARE International’s Foundation for Peace program, aimed to assess institutional capacities and equip staff with the tools to integrate conflict-sensitive approaches into their operations.

Project Overview

Operating within Yemen’s complex socio-political environment, this project sought to strengthen the ability of YLDF and YWU to navigate and address conflict dynamics while avoiding unintended negative impacts. The assessment identified institutional gaps and opportunities for integrating conflict sensitivity into program cycles, from design to evaluation. Following the assessment, we delivered tailored training sessions focusing on the “Do No Harm” (DNH) framework, conflict analysis, and practical tools for mitigating conflict risks.

DeveloAID’s Role

DeveloAID played a critical role in both the assessment and capacity-building phases:

  • Conflict Sensitivity Assessment: Conducted an in-depth evaluation of YLDF and YWU’s organizational structures, identifying gaps in policies, staff competencies, and program implementation processes related to conflict sensitivity.
  • Training Design and Delivery: Designed a three-day workshop tailored to the Yemeni context, covering conflict analysis tools such as mapping, connectors and dividers, and impact assessment using the DNH framework.
  • Strategic Guidance: Developed integration plans for mainstreaming conflict sensitivity into the organizations’ policies and practices, ensuring long-term sustainability.

Training Highlights

The workshops emphasized practical application through interactive exercises and case studies:

  1. Participants practiced conflict analysis tools, including conflict mapping and root cause analysis, using real-world examples from their organizational contexts.
  2. Hands-on activities involved identifying connectors and dividers within their operational areas, enhancing their ability to mitigate conflict risks effectively.
  3. The training included strategic planning for incorporating conflict sensitivity into institutional policies and project cycles.

Key Achievements

The project achieved significant outcomes:

  • Organizational Growth: Both NGOs adopted structured plans to integrate conflict-sensitive practices, enhancing their operational effectiveness in conflict-prone areas.
  • Capacity Building: Participants reported increased confidence in applying conflict sensitivity principles, as evidenced by pre- and post-training evaluations.
  • Sustainable Practices: The integration plans provided a roadmap for these organizations to institutionalize conflict-sensitive approaches, ensuring alignment with donor expectations and community needs.

By equipping YLDF and YWU with the tools to address conflict sensitivity, we contributed to fostering more inclusive and resilient community interventions in Yemen’s challenging context. This initiative remains a testament to our expertise in building local capacities for sustainable peacebuilding and development.
