As part of DeveloAID’s contribution to global development efforts in fragile and conflict-affected contexts, we collaborated with the World Bank Group (WBG) on the Yemen Risk and Resilience Assessment (RRA). This initiative aimed to analyze the drivers of fragility, conflict, and violence (FCV) and identify resilience factors to guide the WBG’s strategic programming and operations in Yemen.
The RRA provided an evidence-based understanding of Yemen’s complex socio-political and economic dynamics. It focused on identifying risks and resilience factors across key areas, including governance, natural resources, service delivery, and social cohesion. The assessment also generated actionable recommendations to enhance the impact of the WBG’s development interventions and support Yemen’s transition toward stability and recovery.
DeveloAID played a central role in supporting the RRA through:
The analysis highlighted six main drivers of fragility in Yemen, including weakened state legitimacy, economic warfare, and natural resource depletion. At the same time, it identified nine resilience factors, such as decentralized governance structures, the role of women and youth in community cohesion, and the potential of the private sector.
