Resilience Analysis for Yemen with the World Bank

As part of DeveloAID’s contribution to global development efforts in fragile and conflict-affected contexts, we collaborated with the World Bank Group (WBG) on the Yemen Risk and Resilience Assessment (RRA). This initiative aimed to analyze the drivers of fragility, conflict, and violence (FCV) and identify resilience factors to guide the WBG’s strategic programming and operations in Yemen.

Project Overview

The RRA provided an evidence-based understanding of Yemen’s complex socio-political and economic dynamics. It focused on identifying risks and resilience factors across key areas, including governance, natural resources, service delivery, and social cohesion. The assessment also generated actionable recommendations to enhance the impact of the WBG’s development interventions and support Yemen’s transition toward stability and recovery.

DeveloAID’s Role

DeveloAID played a central role in supporting the RRA through:

  • Literature Review: Conducted a comprehensive review of existing studies and data to inform the analysis of FCV drivers and resilience factors.
  • Stakeholder Engagement: Advised on the organization of focus groups and consultations, ensuring inclusivity and representation of diverse perspectives.
  • Analytical Contributions: Authored key sections of the RRA, focusing on the interplay between fragility drivers and resilience opportunities, and provided insights into operational risks and mitigation strategies.
  • Recommendations Development: Contributed to the formulation of strategic, programmatic, and operational recommendations, emphasizing sustainable and conflict-sensitive development approaches.

Key Findings

The analysis highlighted six main drivers of fragility in Yemen, including weakened state legitimacy, economic warfare, and natural resource depletion. At the same time, it identified nine resilience factors, such as decentralized governance structures, the role of women and youth in community cohesion, and the potential of the private sector.

Impact

The RRA served as a critical tool for shaping the WBG’s future engagement in Yemen, offering:

  • Enhanced Strategic Planning: Recommendations informed WBG’s medium- to long-term strategies, emphasizing locally tailored and conflict-sensitive approaches.
  • Strengthened Resilience Frameworks: Identification of resilience factors provided a foundation for targeted interventions that address root causes of fragility.
  • Improved Stakeholder Collaboration: The assessment facilitated dialogue among international and local actors, fostering a shared understanding of Yemen’s challenges and opportunities.
